Congress gets back to work this week, but there's little time left in their abbreviated election year.

WASHINGTON (AP) — Democrats bent on showing they can govern and Republicans anxious about a sour re-election climate are pushing a pared-down summer agenda in Congress.

Lawmakers want to try to save homeowners from foreclosure, avert Medicare cuts and give the government power to spy on suspected terrorists.

Gasoline prices have emerged as a chief concern among voters. But lawmakers probably will not put aside their partisan blame-fest and compromise on an energy measure that could offer some relief, either immediately or down the road.

The Senate planned to return Monday and the House on Tuesday. Their abbreviated election-year calendar leaves little time to cut deals. Lawmakers will scatter again in August for their annual monthlong break and the two parties' presidential conventions.

With their attention turning increasingly to re-election campaigns, not to mention the White House race, members of Congress will be away from Washington much of the fall.

"There just isn't much sand left in the top of the hourglass," said Stephen Hess, a Brookings Institution congressional scholar. "They've done whatever heavy lifting they're capable of doing."

In the time that remains, leaders intend to act on an array of politically appealing legislation. Examples include banning lead in toys and approving an ambitious global health initiative — a $50 billion program to combat AIDS, malaria and tuberculosis in Africa and elsewhere.

Thanks to Bush vetoing everything, nothing was accomplished.

Vig   July 6th, 2008 3:31 pm ET

Is it any wonder that the Democratic insiders such as Pelosi et al. have pushed Obama over Clinton? These people are part of the do-nothing congressional generation. Leave it to them to promote a wannabe with scant political spurs over a seasoned, substantive who earned her spurs. Put send these people a message: Put Hillary Clinton on the November ballot by printing her name as your candidate of choice - we don't want a wannabe - we want the real deal.

We need to start drilling and the car companies need to get busy with fuel efficient cars. We are tired of paying money to people that aren't really our friends. If congress doesn't start doing something we should vote them all out.

carolflowery   July 6th, 2008 3:15 pm ET

This do nothing congress with the majority run by the dems is exactly why i will not vote for obama, can you imagine them together, wow
let's just spend, spend, spend spend

any man who contemplates renting a NFL stadium so democrats can pay homage to him when he accepts his nomination (as if nobody knows he as it) as already made changes in the money structure. he as now become so use to using other people's money that he as become addicted to the horn of plenty syndrome

Raymond Duke   July 6th, 2008 2:54 pm ET

I really haven't got no use for both sides. They are both crooks to the max. The only difference between the democrats and the republicans is the republicans have bigger "GON@ds" The blue dog democrats are the only exception in the democrat party. The conservative democrats. But i blame the people of america foremost for electing these same crooks over and over. Watch C_SPAN once in awhile instead of american idol and you might know how your senator or congressman voted. The senate is a real joke . Except for a very limited few these idiot elitis need to be voted out of office.

LT for Obama   July 6th, 2008 2:53 pm ET

There are capped oil rigs all around this country that have proven oil under them. My family was contacted by an oil company saying that they found oil under our land in Alabama. Are they pumping? No, because they can justify the high price of gas on foreign oil instead of pumping locally and lowering prices.

Marie in California   July 6th, 2008 2:48 pm ET

Congress doesn't do much of anything while they're in session….so even when they're around it's not much different than a month-long August break. And when they so show up for work they suck up to lobbyists and vote themselves earmarks.

Interestingly, the Democratic controlled congress now has only a 6% approval rating, from what I read recently. That's a whole lot lower than even Bush, who's also in the dumper!

And just yesterday I read on the internet that the Iraqis led the final purge of Al Qaeda out of their country, this on both American and British web sites, and so it seems likely that the Iraq war will quickly become a non-issue…..it will end. So much for Obama's primary rallying cry!

Was for Hillary - now for McCain!

Jason, Texas   July 6th, 2008 2:45 pm ET

Please, impeach Bush and his lackey Mr. Cheney…. Now, that would be some work done……

Also, can we please do something about gas or is the entire congress getting kick backs or something?

Willy   July 6th, 2008 2:44 pm ET

What are the democrats going to do now? rename 2 more Post Offices and then blame Bush for them not doing nothing. Tell me why did we elect the democrats to lead in 2006? No chane here and no change if BHO gets elected.

What a bunch of losers!

Vote Democrat and watch them give your money away while taking good care of themselves.

Obama is the candidate of change. He changes his positions like I change my underwear. i just don't trust him. He emits a certain
je ne sais quoi.

He is a serial quitter as well. He quit his preacher, his new preacher, his very own church, his positon on NAFT and his position on Iraq. I just know he can't be trusted. He has little or no experience.

And mon Dieu, he gives cotton candy speeches with no substance. Amazing that he has any supporters.

Levar HUSSIEN Patterson   July 6th, 2008 1:50 pm ET

I was excited when the Democrats took over congress. Now I am like Huh????? Oh… .democrats, led by Nancy Pelosi are fine with keeping the status quo. This is why I am starting to hate elected democrats…. But I will still vote for Obama, and I hope he beats you lazy house and senate democrats with that stick that was given to him. While my family is without health care, I turn to cspan to see congress trying to figure out how to honor NASCAR??? GET SOME WORK DONE NANCY OR I WILL SEND MONEY TO THE CODE PINK LADY TO RUN AGAINST YOU (AND I DONT EVEN LIKE THE CODE PINK LADY)

OBAMA/CLINTON 08

Franky   July 6th, 2008 1:39 pm ET

Alright Congress!! Show us your magic……….even if its the kind that is fake, I'll accept that, LOL!!

Brian   July 6th, 2008 1:36 pm ET

How come we aren't allowed to comment on any of the other articles on the presidential race right now? Sometimes I think CNN chooses which articles can be commented on in a suspicious manner; doesn't seem like people get to comment on many of the Obama articles, including his comments on Iraq this week, which are a reversal from his debate statements during the primaries. Remember folks, this is the guy who said the war was so wrong that *nothing* would change his opinion about what do there, not the generals on the ground or anything else. CNN do your research and post the quotes showing Obama has actually changed positions here. And then let us comment on that :) thanks!

sarah   July 6th, 2008 1:32 pm ET

have they done anything yet? what? no, really, what have they done? anyone know? anyone, anyone at all?

great white north   July 6th, 2008 1:17 pm ET

It's hilarious to see the lawmakers posturing on gas prices, holding inquiries, supposedly holding the feet of oil executives to the fire, looking for an accounting of the huge profits, yada, yada, yada.

The aim of politicians is re-election. Nothing more and nothing less.

The more they can pretend to be doing something, the greater their chances of re-election. Is this news??? Hardly, it's been going on for years and years.

Politicians can't lower the world price of oil, they will not change NAFTA, they can't 'fix' anything as big as the economy, they won't lower the cost of food, so let's stop fooling ourselves. And stop letting them fool us.

Nancy Pelosi will bring new value to the dollar? Who in their right mind can believe this?

Obama will help pay off mortagages and bring health care to everyone but not raise taxes on everyone? Is that believable?

McCain believes he can counter global warming by allowing off-shore drilling? Is he on drugs?

We gotta stop swallowing this crap, put aside partisan differences as a people and throw them ALL out!!! No one could be worse than this group!

A.J. in Fla   July 6th, 2008 1:12 pm ET

Best thing you politicaliy and moraly corrupted individuals can do is to stay home for the rest of the year…!!!!!! ( understand that the the "truth" is not a "subjective" item of discussion, in fact is an "absolute" ) specially you democrat "jokers" " who were elected to end the war, improve the economy, lower the gasoline prices and make this country great again….!!!!

Farrell, Houston, Tx   July 6th, 2008 1:10 pm ET

A vote for Obama you get change and not short change. A vote for McCain you get the same and more of the same.

mitchell hussein martin   July 6th, 2008 1:03 pm ET

a man recieves oral sex,in the white house and he has to attend impeachment trials.another man lies to the world to gain support for attacking another country,at the cost of tens of thousands of lives, our standing in the world, and the loss of the us treasury.unbelievable, that congress cant find better things to do with their time, like bringing kucinich's bill for impeachment out of the judicial committee that is burying it,and showing the world that we are a nation of laws.

Upon Further Review,Texas   July 6th, 2008 1:01 pm ET

We need a majority in the House and Senate.Get the foot dragging Republicans out and heads should role,MAYBE, but I doubt it.Both parties are owned now..We need a giant broom to sweep out all the scumbags.Lobbyists must be the first in the firing squad line.

BOTH SIDES!!!!   July 6th, 2008 12:27 pm ET

Gasoline prices have emerged as a chief concern among voters. But lawmakers probably will not put aside their partisan blame-fest and compromise on an energy measure that could offer some relief, either immediately or down the road……….WE need some RELIEF NOW!!!!! COME together for the PEOPLE…….We will remember!!!!

Harry Truman called congress a "do nothing congress"
Now this democratic congress has done many things. They have made tons of speaches. They have held a ton of news interviews.
They have slammed Bush at every turn. What have they done to change anything? They have done ABSOLUTELY NOTHING.
Why are we Americans saddled by so many paid for politicians that serve their oil, manufacturing, and insurance company masters, while we the people are shoved way back into the shadows.
I will vote for Obama. Will he be able to make changes in the money structure that rules us? Maybe not. But at least I think he will try.

Chipster   July 6th, 2008 12:04 pm ET

If voters want the Democrats to reverse the disastrous policies of the past 7 years, they need to elect a large enough majority in the House and Senate to help a Democratic President. The attempt to blame the Democratic leadership for failing to reverse this mess in 8 months simply won't get off the ground. Republicans have borrowed us into a hole that will take quite a while to correct but the President wants to keep digging.

Voters need to look at what the Republicans have done, not what they say. They have expanded the size of government, ordered agencies to stop enforcing regulations that protect consumers, doctored reports that tell the truth but don't support their policies, exposed a covert CIA agent for political punishment, destroyed our reputation by approving of torture, and abused their power beyond anything most of us could ever have imagined.

It's past time to throw them out!

mitchell hussein martin   July 6th, 2008 12:04 pm ET

there is plenty of time to impeach bush/cheney,and begin a war crimes trial.when you're president and a republican, you dont have to obey the law.when you are a republican ,you can kill and maim tens of thousands of people, and still get the support of your biggest rival,[john mccain] ,in your own party.hell,he'll even perpetuate your mistakes for a hundred years.

Why would we care about any of those things in this article if we are freezing in the dark? We need to drill here and drill now–whether you support reps or dems!

Sandy - PA   July 6th, 2008 11:30 am ET

Good. The best thing these people can do is usually nothing.

As Lewis Black says: "The only thing worse than a Democrat or a Republican is when these (Insert choice word here) work together."

"We have the Democratic Party, which is the party of no ideas, and the Republican Party, which is the party of bad ideas. A Republican stands up and says "I have a real bad idea". Then a Democrat stands up and says "..And I can make it even worse!"

Rob   July 6th, 2008 11:27 am ET

Why is Congress worried about Africa.Thats all well and good , but its time to worry about this country . we have major issues here because of that idiot that stole the election. When we get of these B.S. wars we're in and have money–then we can worry about other countries. We still haven't helped those hurt by Katrina . and now we have all the flooding in the mid-west . This is our priority– American's .I think its time Congress was all fired and we start all over again . Their all tainted and worry only about what's good for them . Enough already

Bigbubba   July 6th, 2008 11:13 am ET

in the words of, I believe, Mark Twain, "No Man’s life liberty or property is safe while the Congress is in session"
May not have been Twain, but whoever's quote it is remains a very wise man, indeed.

Candy West Virginia   July 6th, 2008 10:55 am ET

Hopefully every last repuglican will be voted out of office this next election and then we can get our country back to it's former glory because we are no longer a great nation. And to you gun toting, flag bearing, bible toting repuglicans, you have yourselves to thank for this mess we're in.

A SONGBIRD SANG IN VIETNAM   July 6th, 2008 10:53 am ET

When dubya vetoes everything the congress tries to do and then blames the congress, I think it's time to start the impeachment process and continue on with war crimes once he and his side kick (cheney) leave office.

This whole 8 years has been a nightmare.

It takes sound judgement, not experience   July 6th, 2008 10:53 am ET

I wonder how many of these bills McCain will vote against? He has not voted for one bill that would help ordinary americans, he voted against the GI Bill yet he loves war, He voted against the bill a month ago that would have guarenteed women equal pay, he has voted against the energy bills, now supposedly he's for it, he wants nuclear power with no plans of ridding it's wastes, he wants an unlimited presence in Iraq no matter how much it bankrupts us. You conservatives are killing and will finish destroying our country. Thanks guys!
