BERLIN, Germany (CNN) - Without offering up too many hints, Senator Barack Obama told reporters that his much-anticipated public address here later today will not be "a wonkish policy speech."

Obama sought to "tamp down" expectations of crowd size and did concede he was seeking out a larger audience beyond the one that will gather in Tiergarten Park.

"No doubt that part of what I want to communicate on both sides of the Atlantic is the enormous potential of us restoring a sense of coming together," he said. "The people in the crowd aren't voters so in that sense it's not designed to get them to the polls, it's not a political rally. Hopefully it will be viewed as a substantive articulation of the relationship I'd like to see between the United States and Europe."

Obama said speech writing started about two weeks ago and demurred when asked if he had looked to the Berlin speeches given by Presidents Kennedy and Reagan for inspiration. "They were presidents, I am a citizen," he said.

The Democratic presidential candidate chatted with reporters aboard his campaign plane shortly before takeoff for Berlin, the first European stop of Obama's overseas tour.

In Jordan and Israel, the media attention and public interest in Obama's visit was intense and Europe will likely be no different.

"I think the world is keenly interested in this election and I think they're hungry for a sense of where America is going, certainly there's a curiosity factor involved,” Obama responded when asked if he was surprised at the attention he has received.

As much as I thought Obama's comments with reporters in Iraq were great, I was as equally uninspired by his comments yesterday in Israel. He backtracked, sidestepped, and gave corporate answers to many of the questions. I liked his Iraq comments because he seemed candid and some of his comments, which may not be that popular, represented him and his platform.

As for the world loving the United States if Obama is elected, you are in for a rude awakening. Most of the world is still going to hate the United States because the US is one of the haves and the North-South problem is very dividing. It doesn't matter who the president of the US. Obama may be liked in Europe because he resembles many of the European socialists who are in power right now.

There is NOTHING similiar between John F Kennedy and Obama.

Kennedy had been a World War 2 War hero, a Congressman and a Senator for 15 years before becoming President. Obama has not even been a senator for 3.5 years yet. He has less experience than anyone to ever run for President.

The media who continues to swoon over Obama is looking so incredibly biased. It is amazing that the NYT would not publish an editorial by a Presidential Candidate because the do not support them. What is going on in this country? Sounds scary to me when we have censorship in the media to me. Is this still the home of the free?

Proof of the above statement lies in his less than brilliant attempt at covering up his lack of knowledge about the so called surge and when it started. The only people who could possibly support someone who will lie when the truth will fit better and appears totally confused on a daily basis would have to be on the intellectual level as McCain himself.

Why on earth should Americans care what our largest trading partners, who join with us in International Security under the banner of NATO, think?

Their opinions, after all, have absolutely NOTHING to do with our economic prosperity and national security.

The REAL issues that matter to the general welfare of our citizens, the issues that actually touch our everyday lives, as championed by Senator McCain and his Republican Party, revolve around whether or not Senator Obama wears a flag pin or not, what his wife may have meant in a speach she gave, and the political views of his former Pastor.

Why can't the American public see, as you and I do, what's REALLY important in their lives? Why won't they recognize the "leadership" John McCain has shown for the last 25 years of cashing taxpayer-funded checks as a Senator? Why do they consider Senator McCain as just another "dead wood, do-nothing" politician when he's personally accomplished so much that has affected our everyday lives?

I guess it must be the biased, liberal media that's responsible for that.

I think that it is great that there is a candidate that is respected and liked around the world. Let's not forget that the USA is only one of many sovereign nations on this planet. Let's break from our arrogance and reestablish good relations with our allies and open up broader channels of communication with our adversaries.

We certainly can't count on people that joke about bombing Iran (though I thought the song parody itself was funny) to lead us forward towards a more peaceful and stable era. We need diplomacy in the White House, not Saturday Night Live.

This isn't the Roman Empire. Those days are long gone. We can't prosper by conquering everyone. Germany found that out back in the 1940's.

I really think many of you are looking too far into this. He obviously wants to help not just himself (come on, this is politics…expect it), but also his country. What we need the MOST right now are better international relations and I don't understand what you think he's doing wrong.

How splendid he's appearing in the one place that socialist public policy has failed the most in the past 25 years.

As Germany fights to extricate itself from it's liberal and very costly government entitlements–Obama speaks of adopting their own failed domestic policies here in the United States.

Is this just me. or does anyone else think it's very impractical and a little wierd we are accepting public policy that has failed elsewhere just because of the failures of the neo-con George Bush and his cadre of deception and impropriety? Making things better by making things worse–doesn't seem like a good strategy for me. If McDonald's duplicated the failed strategies of some of their competitors–they wouldn't be the worlds fast food leader today. Why should we duplicate failed public policy which is tearing western europe and canada apart?

Egads! It's not the second coming of Christ after all. Isn't anyone else concerned about how quickly this man has come to the attention of the world, and who is behind his quick rise to popularity?

And isn't he a bit full of himself, meeting world leaders as if he were one himself?

And if you give a rat's behind about what the world thinks of us, then you are probably the kind of person who will spend thousands of dollars on a pair of shoes, to make sure you fit in. I'm proud to be an American under the leadership of George Bush, just as I was proud to be an American under the leadership of Bill Clinton, and Jimmy Carter and yes, even Richard Nixon. These people do not define who we are as a country, or what we have achieved in getting to the place where we are now. America is NOT the leadership (which includes many incorrigibles in Congress, and those are the ones, please remember, who do run this country), it is all of us combined - the good, the bad, and the ugly.

And yes, the media is all over itself, following him and putting him in the best light. What in the world happened to unbiased reporting of NEWS? It's not just CNN, it's all of the media, in one direction or the other. I wish Walter Cronkhite were back in the chair - at least we would have stories about what is news, and the news would be reported in a factual matter, with no obvious bias showing.

Lord, please help me take a nap until this media crap is done and over with.

To 45Revolver - General speeches given by any candidate, especially to people abroad, are never really going to include a lot of details about policy. Policy details are usually laid out in other places - such as their websites, other in-depth websites, print interviews, etc. You're just not looking in the right place.

Is it really possible for speech writers to create a great speech devoid of the speaker - oh hater. Some of Barack's speeches are great not because of delivery but because of content - like the personal speech on his patriotism or his race speech (you have to be him or a close friend or family member to write more than 50% of those speeches).

Speech writers are two in a dozen. Speech writers can be hired. Why cant Bush or McCain hire one or any other politician who is not a great speech writer. Hint: Read one of his books (he won an award on those). Someone wrote those two? One was before he was anybody? You think they teach sitting around and blogging hate at Havard or that the editor of a Havard Law Review will not be able to write an excellent speech?

I am not sure why some citizens feel that we shouldn't care what Europe (or the world) thinks during an American Election. When a country is in a leadership position it is only reasonable that those, being inspired or influenced, take an interest in our activities here in the USA. I cannot wait to see Obama give his speech in Berlin. It will be wonderful to see the warm reception the German people give him, as well as the French and British — unlike here in America where there still exists a history of cruelty, hatred and bigotry towards people of color. Obama has shattered all the sterotypes of the "typical black man." Obama is an intelligent, gentle, unifying force for America, but 1/2 of the American people still do not like him because he is black. America still has a long, long way to go with race relations in this country. More than likely, it will never be right. Every country on this planet views America as a very racist nation, and that is part of the reason Obama is receiving such a warm reception in the countries he has visited.

It's a fine line to walk for Obama. If he doesn't act presidential then the republicans attack him saying that he's not ready to be President. But if he acts presidential, then he's being arrogant.

There's no way to win. The media is covering Obama more than McCain because the republicans made such a big deal over Obama's foreign experience, that it's no wonder the media is following Sen. Obama closely. They want to verify the republican's claims… And since Obama is putting them all to shame, they're upset.

one of my friends who travelled to germany about 4 years ago was thrown out of a restaurant together with her companion simply because they were americans. people around the world view the united states are war mongering bully with no brains. i'm happy at the reception he's getting and the fact that he represents the greater number of american's who are actually respect human rights and borders and diversity and are actually smart.

is he perfect, no off course not. he still has a lot to learn. i am a hilary supporter. i do recognize why this man got the nomination and not her. he comes off as someone who is genuine with far more integrity. times like this that's what we need. it's hard to restore that after all that we've gone through.
the first thing to do is heal relationships, and that's what he's doing.

We care what Europe thinks because the countries there are our allies and if they view us in a poor light, we will never get their aid. If they look up to us, we will have a much better relationship with them, creating a better world atmosphere which boosts the economy.

They can't have him as their president because he is not a citizen of any European countries.

I bet they would vote him into office as he is polling in at least the 60's of most countries there and 70's in others, including Germany.

Saying that they just want to see us go down with him is ridiculous. They are expecting a crowd of 100,000 people to watch him speak today, you're telling me that all of these people just want to watch America go down in flames? Simply ridiculous.

the public is interested or willng to have an idear of the United States of America politics holds for who should lead the nation between blacks and whites. so what's America's policy if Barack Obama warn as Americas president? i ask this qustion because there is an increased concern that Macain can be sworn in as America's president even if he did not win public vote according to America's policy.

Why do we care what Europe thinks??? Because we need neighbors and allies in order to survive… we can't just bully everyone around and think that we can continue to be a superpower if we don't take other countries' needs and thoughts into consideration! Such an egocentric point of view is naive at best, but mostly fatal. Obama is smart to get other countries on our side. We need to restore our relationship with Europe. We owe that much respect to the other countries of the world.

If you compare the two canidates, McSame is jsut that, the same. He is the same idea, same values and same lack of Hope for this wonderful country. blackman4mac, you obviously don't travel outside of the US. They hate us because of the current administration and their policies. The world is watch and are excited about Obama because even they know we need to change the course this country is on. Obama is not the President and has said it many times while he has been overseas. I don't understand why people are so upset that he has gone to other countries and represented us well.

Does Obama get more media coverage than McCain? Of course. Thank Obama's charisma and GW Bush's stupidity for the media infactuation with Obama.

I have been checking the websites of following TV networks: FOX, MSNBC, CNN, NBC, CBS, and ABC. All of them have been giving Obama much more coverage than McCain. Even FOX has been giving Obama more coverage (although negative coverage) than McCain.

Hopefully Obama will draw a crowd of 100,000+ to hear him speak in Germany and all will be chanting "Obama, Obama, Obama". That would make for a great TV moment that would carry at least 2 days worth of newscycle.

For the person who said that he had no policy talk in Israel. He talked about America acting as a mediator between Israel and Palestine and that while anyone who is attacked has the right to strike back that the negotiations between them would be in regard to a two state solution. He also spoke on still having talks with Iran and letting Iran know that under his presidency he'd be offering incentives and punishments if Iran continued it's nuclear ambitions and continued threatening Israel.

Watch and Read the coverage before speaking please. Too much talking not enough listening.

Also, we are in a global economy that requires free trade for prosperity for any nation. He' s not against free trade he just wants to make sure American interests are covered properly in current and future agreements.

I'm glad to see the rest of the world excited to see a US president. It's been some time since we've had that and is one of many things this country needs right now.

With a flattening global economy and a rise in other counties' power (on the military and economic stage both), the US needs to be a leader that is respected and appreciated.

His idiotic intransigence and stubbornness about this Iraq escapade ruined any chance of making this a truly worldwide effort to stamp out terrorism once and for all, which is what it will take to end terrorism. We cannot run this War on Terror all by our lonesome's, Iraq has proven at least that much, we need a TRULY WORLDWIDE coalition, similar to what Daddy Bush had in '91. We didn't pay a single dime for that war because he was smart enough to realize this. I suppose this particular apple fell about 5 miles from that tree.
